This position is responsible for the overall management and oversight of the City’s financial operations. This role provides organizational leadership, supports strategic planning initiatives, and serves as Acting City Administrator in the Administrator’s absence.

Salary Range: $125,632 – $161,491 annually

Key Responsibilities
• Oversees all City financial operations, including accounting, budgeting, treasury, utility billing, grants, and related systems.
• Serves as chief financial advisor to the City Administrator and City Council; provides financial analysis, reporting, and strategic recommendations.
• Leads and manages Finance Department staff, including supervision, training, and performance management.
• Directs the annual budge and capital improvement planning processes.
• Manages debt issuance, financial reporting, audits, and compliance with applicable regulations and accounting standards.
• Oversees revenue collection, investments, cash management, and tax increment financing programs.
• Establishes and maintains internal controls, financial policies, and purchasing systems.
• Prepares and presents financial reports and long-term financial forecasts.
• Administers financial systems and supports organization-wide financial operations.
• Assists with risk management and serves as Acting City Administrator as needed.
Minimum Qualifications
• Master’s degree in accounting, finance, business, public administration, or a closely related field
• 7 years of progressively responsible experience in municipal finance
• Certified Public Finance Officer (CPFO) designation preferred
• Proficiency in Microsoft Word, Excel, and PowerPoint
Special Requirements
• Valid driver’s license (or ability to obtain prior to appointment)
• Must be bondable
• Residency within Mason City corporate limits required within three (3) months of hire
• Membership in GFOA and IMFOA required within one year of appointment
